On 11 July 2023, as part of its greening freight package, the European Commission proposed to update how rail capacity is planned and managed across the EU. On 19 November 2025, the Council and the European Parliament reached a provisional agreement on harmonising and streamlining these rules.
The Council adopted its position at first reading on 21 April 2026. On 5 May 2026, the Committee on Transport and Tourism (TRAN) approved the Council position. The plenary vote at second reading is scheduled for May 2026.
