From combating organised crime to protecting critical infrastructure, Europe’s security challenges are evolving fast. To ensure that Horizon Europe Cluster 3 projects address real operational needs, we are looking for experienced security practitioners to join our pool of independent expert evaluators.

Whether you work in law enforcement, civil protection, emergency response, critical infrastructure management, public administration, border security, cybersecurity or related fields, your expertise can help ensure that EU-funded research delivers real benefits for society.

As an expert evaluator, you play a vital role in the Horizon Europe programme. Here is what you will do:

• Assess project proposals submitted under Horizon Europe Cluster 3

• Contribute your operational knowledge and practical experience to the evaluation process

• Help ensure funded projects address real-world security needs

• Gain insight into emerging technologies, innovative approaches and future trends in civil security research

• Expand your professional network across Europe

Interested in contributing? Register through the EU Funding & Tenders Portal Expert Database.

Once registered, your profile becomes visible to European Commission services and executive agencies looking for experts to evaluate proposals, monitor projects or provide specialised advice.

The European Commission continuously seeks experts across different domains to support the evaluation and monitoring of EU-funded projects.

If you are a practitioner interested in Horizon Europe but unfamiliar with how security projects are developed, our dedicated security practitioners hub offers practical guidance and real-life examples from fellow practitioners.

Guidance on participating in Horizon Europe security projects

• Resources for practitioners looking to collaborate with research organisations and industry partners

• Interviews with end-users participating in our projects about their experiences

• Insights into how practitioners contribute throughout the project lifecycle

These examples show why practitioner perspectives help ensure that research and innovation activities produce solutions that are effective, deployable and aligned with operational realities.

If you know experienced security practitioners who could contribute to the evaluation of Horizon Europe proposals, please consider sharing this opportunity within your professional networks. We also encourage qualified practitioners who have not yet done so to register as evaluators, helping ensure that Horizon Europe investments continue to deliver impactful security solutions.
