This fact sheet explains EU policy on research and technological development (RTD), which supports scientific excellence, innovation and global competitiveness. The policy is rooted in early European legislation and was expanded in the 1980s through European framework programmes for research. Horizon Europe is the EU’s main research and innovation funding programme for the 2021-2027 period, with a budget of EUR 93.5 billion.
