EU Justice and Home Affairs agencies unite in solidarity with Ukraine amid ongoing war

Since the start of Russia’s military aggression against Ukraine on 24 February 2022, the EU Justice and Home Affairs (JHA) agencies have been supporting EU Member States and institutions in responding to the consequences of the war and assisting those affected and displaced.

Today, the nine JHA agencies have published a Joint Paper setting out their contribution to supporting Ukraine during the ongoing conflict. This is the fifth edition of the paper since 2022, covering the period from February 2025 to February 2026.
The paper provides an overview of coordinated efforts by the JHA agencies in response to the situation in Ukraine, including agencies’ individual initiatives and joint actions across the network.
Key activities outlined in the paper include support for:
• producing strategic and analytical analyses;
• monitoring fundamental rights issues;
• investigating international crimes;
• receiving displaced people in the EU Member States;
• delivering crisis management tools;
• enforcing sanctions;
• supporting anti-trafficking measures;
• ensuring accession-related cooperation with Ukraine.
As long as the situation in Ukraine persists, the paper will be updated annually, reflecting the evolving nature of the agencies’ support and cooperation in response to the ongoing conflict.
Previous editions

Previous editions were prepared by CEPOL in 2022, the EUAA in 2023, eu-LISA in 2024, FRA in 2025, in line with the rotating presidency of the network.
About the EU Justice and Home Affairs Agencies’ Network
The EU Justice and Home Affairs Agencies’ Network (JHAAN) was established in 2010 to connect agencies implementing EU policies in the areas of freedom, security and justice. Together, the JHA agencies contribute to the implementation of EU objectives in the fields of migration, asylum and external border management, the fight against organised crime, drug trafficking, terrorism, gender equality and respect for fundamental rights. Their work also includes facilitating law-enforcement training and the functioning of relevant EU IT systems.
