This study investigates cross-border cooperation in Baltic Sea fisheries management under the common fisheries policy, with a particular focus on the Baltic Sea Fisheries Forum (BALTFISH) and the Baltic Sea Advisory Council (BSAC). The analysis shows that while cooperation functions well at a procedural level, it operates below its full potential. Unlocking this potential is essential for the recovery of Baltic Sea stocks and for delivering on the CFP objectives.
